Duties
You will:
* Responsible for assisting with the day-to-day supervision of the Area Office and assigned Resident Office(s) staff including the review, coordination, and supervision of all investigative, operational, and administrative matters.
* Support the Special Agent-in-Charge (SAC) in overseeing the development and conduct of EPA's criminal investigation program within the Area Office and assigned Resident Office(s); and coordinate with the SAC and other agency staff to establish long-term goals and objective necessary to accomplish program priorities.
* Assist with oversight of all investigations, undercover operations, and initiatives conducted within the Area Office and assigned Resident Office(s), as well as joint investigations or activities with international, federal, tribal, state, regional, county, and local law enforcement agencies.
* Review and approve investigative case reports of subordinate agents and perform regular case reviews with subordinate field agents and assigned Resident Office(s); and provide advice and guidance concerning investigations or case management concerns within their assigned offices.
* Serve as a point of contact for communications and coordination of activities conducted by the Area Office and assigned Resident Office(s) by strategically coordinating and developing region-wide enforcement initiatives, participating in enforcement case screening, and ensuring EPA Regional management, Criminal Investigation Division (CID) management, and Headquarters remain abreast of significant investigative activities.

This position is designated as High Risk and requires a background investigation. Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-14 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-13 level defined as coordinating criminal investigations with internal and/or external law enforcement agencies/entities; participating in investigations involving federal environmental violations; and assisting in program policy planning, procedure analysis, and/or guidance development related to investigative matters.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
* Ability to supervise staff during the conduct of a wide variety of law enforcement activities to accomplish agency's mission and program priorities; and evaluate their quality of work and job performance.
* Knowledge of program management, strategic planning, and quality management practices to measure and improve effectiveness and efficiency.
* Knowledge of principles and techniques in conducting criminal investigations, including knowledge of laws and decisions relating to search and seizure; and functions and jurisdictions of federal, state, and local agencies.
* Knowledge of federal environmental laws and enforcement issues in order to plan and execute investigations nationwide in scope.
* Skill in administering resources and materials necessary to effectively support subordinates and the enforcement program.
* Skill in written communications regarding criminal investigations and related issues to meet the program's mission needs.
* Ability to communicate operational and investigative activities that are controversial and sensitive in nature.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Criminal Investigators - Special Provisions
Medical Requirements: You must be found to be physically fit by an authorized government physician to perform strenuous and physically demanding duties.
Age Requirements: You must be at least 21 years of age and not older than 36 at the time of appointment. In accordance with PL 100-238, this position is covered under law enforcement retirements provisions; therefore, you must be appointed before reaching your 37th birthday unless you presently serve or have previously served in a Federal civilian law enforcement retirement-covered position.
Basic Agent Training Requirements: You must successfully complete and pass the required Basic Agent Training Program. Failure to pass the training program will result in separation from EPA.
Law Enforcement Training: You must successfully complete the 9-week Federal Law Enforcement Training Center's Basic Criminal Investigator training program and the 8-week Environmental Investigations Basic training program at Glynco, GA. You must pass the training program on the first attempt or you will be removed from this position and failure may result in separation from the Agency. You are exempt from this training if you have previously completed the program.
You must meet qualifications to carry a firearm. Lautenberg Notice: Title 18 USC, Section 911 (g), automatically disqualifies anyone who has been convicted of a misdemeanor crime of domestic violence from being appointed to this position. You must not have been convicted of a felony crime.
Work Schedule: The hours are long and irregular. You must be available at all times, to include holidays. You may also be sent on extended temporary duty station assignments away from your assigned office. You may be reassigned to different duty locations throughout the U.S. based on the needs of the Agency.
You must have a valid driver's license and be able to operate a Government-owned or leased motor vehicle.
