POSITION DUTIES


The Executive Administrator will play a critical role in establishing and coordinating the Office of the Correctional Ombudsman (OCO) in Maryland. This position will provide administrative support, facilitate the establishment of the Correctional Ombudsman Advisory Board, initiate the analysis of the Department of Public Safety and Correctional Services (DPSCS) at Jessup, and initiate the audit of programming and services provided by the Division of Corrections.

Position Duties include, but are not limited to:
•Assist in the establishment and organization of the OCO, including developing office protocols, policies, and procedures, coordinating with DoIT and other relevant departments to set up necessary office infrastructure, and ensuring compliance with relevant laws, regulations, and standards.
•Manage administrative tasks such as scheduling, filing, and correspondence.
•Coordinate meetings, prepare agendas, and take minutes.
•Establish and maintain office systems, including record-keeping and databases.
•Make recommendations to the Governor for appointments.
•Staff the Correctional Ombudsman Advisory Board and assist in determining investigative priorities.
•Collaborate with the Board to develop processes and procedures for investigations and reviews.
•Initiate the analysis of the Department of Public Safety and Correctional Services (DPSCS) at Jessup.
•Conduct preliminary research and data collection to support the OCO's oversight responsibilities.
•Collaborate with relevant stakeholders to gather necessary information.
•Initiate the audit of programming and services provided by the Division of Corrections
•Provide support in drafting and publishing legislatively required reports.

MINIMUM QUALIFICATIONS

Education : Graduation from an accredited high school or possession of a high school equivalency certificate.


Experience : Five years of administrative staff or professional work.


Notes:


1. Candidates may substitute 30 credit hours from an accredited college or university for each year up to four years of the required experience.


2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work for the required experience.


3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience.


4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS



Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

- Experience working in a correctional or similar setting.


- Familiarity with Maryland's correctional system and relevant stakeholders.


- Knowledge of governmental bodies and legislative processes.


- Experience with website management and report publication.


- Experience with state and federal grant applications and management.

LICENSES, REGISTRATIONS AND CERTIFICATIONS


Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
